Eagle Properties of Panama
Twenty years of low-rise, low-density coastal development in North Florida, and since 2006, the developer behind Cambutal's transformation from an off-grid surf spot into one of Panama's most distinctive boutique destinations.
See Current OpportunitiesRemote Development Is a Different Discipline
Building in a subdivision or inside a city limit is one kind of problem. Building somewhere with no existing grid, no established supply chain, and no playbook is another.
Eagle Properties of Panama is a family-owned and operated development company specializing in low-rise, low-density mixed-use development. Its principals have built, developed, and consulted for landowners across coastal Florida and Panama for more than 30 years combined, including 20 years focused specifically on low-rise coastal communities along North Florida's beaches.
Remote development demands more than understanding density, views, and curb appeal. It means solving for garbage collection, utility construction, shipping logistics, alternative construction methods, and alternative energy, essentially building a small town from scratch. Eagle's team brings a combined background in business, construction, education, and social work to that problem, which is exactly the range of skills remote development actually requires.
From North Florida Beaches to Cambutal
Eagle began its Cambutal project in 2006, applying the same low-rise, environmentally sensitive approach that shaped its Florida communities to an undeveloped stretch of Panama's Pacific coast.
What was then a sleepy, off-grid location known only within the surf community has grown, under Eagle's development plan, into one of the most unique boutique locations in Panama, complete with modern conveniences like public power, fiber internet, and a private water system, while retaining the natural character and Panamanian culture that made the area worth developing in the first place.
The Cluster Development Approach
Eagle's model groups homesites into small, efficient clusters instead of spreading development evenly across a property, which frees up the land that matters most to set aside entirely.
Identify the highest-value land
Not for building, for conservation. At Los Buzos, that was the 300 acres that became Parque Los Buzos.
Cluster the homesites
Group residential and commercial lots tightly in phases, preserving density and views without spreading the footprint across the whole property.
Set the reserve aside as a shared amenity
Parque Los Buzos becomes trails, wildlife habitat, and horseback riding country that every owner can use, not inventory waiting to be cleared and sold.
Let the amenity build long-term value
Owners get resort-level trail and reserve access competing developments can't offer their own buyers, which supports value over the life of the community.
What Ownership Looks Like Here
Owning at Los Buzos is positioned as a low-cost, turnkey alternative to a comparable U.S. vacation property. Ownership and operating costs here can run as low as $3,000 a year, compared with $40,000 or more a year to own and maintain a similar vacation property in the U.S., not the price of the lot itself, but the ongoing cost of holding it.
Every lot comes with public power, fiber internet, a private water system, and access to a property and rental management team with more than 20 years of experience in this exact location.
